Events of the past decade have made it clear that effective cooperation between many agencies and integration across many disciplines and jurisdications is critical in averting and responding to accidents, emergencies, and/or threats to the homeland. While every first responder’s role is critical, on the local level, it is the Law Enforcement workforce that remains the first line of defense for virtually any catastrophic event.
Despite the clear threat posed by a new kind of global terrorism, it is unrealistic to assume that a new, large, distributed force of "Homeland Security" agents will be deployed any time soon. Rather, the expectation has emerged that local law enforcement agencies and their work force - our Police officers - will remain the first line of defense in averting, responding to, and investigating the threats of today.
The aim of this initiative is to develop and deliver enhanced science and technology related investigative skills to our Police force, so that our Peace Officers remain equipped with the education and skills to counter an ever more sophisticated criminal and terrorist element.
